There could be an "entrance survey" to join Roblox that asks trivial questions about things that someone 13+ would know. Maybe about 15 questions and then "Type your age here:"

i disagree with most of what you're saying
the internet / social media is growing so fast that it's inevitably little kids want to be involved with it
what i DO agree with is that the new filter is really annoying
however everyone, including myself, lies about their real age on the internet. you've provided no good way to actually solve this
