[DPD] Everything Wrong with the Reforms

As you may have noticed everyone except the HRs have been demoted. Here are the problems: - All the HRs never patrol and they're the only one's who can - If no one patrols, how is this going to be a safe city? - I've came up with several ideas to lower corruption but no one paid attention because they're too busy trying to blame us for the corruption when they should be teaching officers how to use tools - The only people calling it corrupt are the CRIMINALS because they don't want to get arrested, even though they break laws - Why are the HRs, the people who are supposed to be smart, listening to the CRIMINALS? - Why did we ELECT ASSISTANT CHIEFS if they weren't even going to do anything? Blame it on us maybe instead of doing your own work? - Divisions such as the Marine Division have one week to get (MR) Captain, as a requirement to stay in the group, but isn't getting Commander in a week the type of thing we try to stay away from? It's supposed to take work. - NO MATTER WHAT WE DO, CRIMINALS WILL ALWAYS CALL US CORRUPT. In case you haven't noticed, criminals want to be in a city where they can do anything. Congratulations, you've sided with the criminals - Has it ever occured to you that keeping the same high ranks isn't going to change the corruption? - Has it ever occured to you maybe the HRs want to stay in power because they can do whatever they want and not get reformed?
