Even though I'm not a Colonel yet, I've noticed alot of officers wanting to make a regiment, this is a guideline to help you understand more about this topic. ONLY COLONEL+ is allowed to create a regiment DO NOT create an artillery or calvary regiment. Just to add-on to this, the majority of the HC must vote for the new regiment as well.
