Below is a simple Constitution in place March 6th, 1921. (2017)
--Citizens--
Article I - Right to live.
⠀Citizens have a right to life. This means they have the opportunity to live without being killed, discriminated against, or put down below others.
Article II - Right of Speech
⠀Citizens have a right to freely live and assemble in any city under the empire's rule. This includes peaceful protests, gathering for celebration, and forming petitions.
⠀Newspapers and other forms of media formed by legalized citizens of the empire may cover any topics that they please.
Article III - Right to Bear Arms
⠀Citizens of the empire have the opportunity to buy gun permits. (game passes) This allows them to use their gun for their own purposes. This does not include purposefully brining harm to fellow citizens in an attack. Citizens caught abusing their weaponry will be arrested by an established police force, and put in jail until further trial.
Article IV - Right to Justice
⠀Citizens arrested or accused of a crime against the constitution will have the chance to be put in a fair trial, judged by a unbiased jury and overseer. Citizens who do not have a hired lawyer or cannot fund a priva#######er will receive a government lawyer to defend them.
Punishable offenses.
-Abuse of weaponry.
-Killing of unarmed or harmless citizens.
-Attempted assassination of government figure.
-Destruction/vandalism of public or pr#######roperty.
-Rioting.
-Attempted break-ins.
-Interrupting of important government events. (Court trials, parliament meetings, Speeches. Etc.)
-Stealing vehicles.
-Blocking traffic.
-Reckless driving.

Article I
⠀The Emperor is the highest position on government, which cannot be overthrown. Emperors can only be chosen through bloodline of the Imperial Family. Should the Imperial Family not produce a fit heir by the time the former emperor's reign, the closest living relative will take throne.
Article II
⠀Prime Ministers are elected by the people and for the people. This cannot be taken from the citizens, and shall remain a basic right. Prime ministers can choose members of Parliament, and their inferior Deputy Prime Minister.
These laws and rights shall be forever instituted for The Empire of Ossetia.
