The Serengeti, is a faction commonly seen in the general 'southern' area, The Serengeti is composed of trained civilians. (trained in basic combat)
The Serengeti is considered a Raider faction that operates more south then north, this is a result from The Serengeti's pure hatred for the U.S.

The Serengeti was formed a year after the odd 'Atlanta Crisis,' and many have no idea why.
This odd 'raider' faction, as stated, has a strong hate for the U.S.
A basic run-down on the CDF's thoughts, The Serengeti believes both the CDF, and the U.S. to be corrupt powers, and wishes to become the 'pure' balance between them.
The Serengeti exposes them self by 'raids' and crimes directed toward the U.S.
T.S. believes that they are a supreme power that is non-corrupt, and is bent on attempting to state their obvious belief. "Complexity of thought before rashness of one's actions"
However, this group seems to ironically contradict itself's words by having 'rash' punishments on failure, this is to ensure dim-brained people don't get away with being dim-brained. The Serengeti is openly seen as lifeless thugs who don't care what they have to do to complete their mission, this is a long shot.
Considering The Serengeti actually doesn't produce 'thugs' and is more like a military faction.
They scavenge for anything they can, and hunt for what they need.
