The scrap trading market allows trading and selling things that Roblox doesn't bother selling or making limited. Also, NBCs can fully participate in this market(where do you think "scrap items" would come from?).
You don't buy things with Robux in here. Instead, you use another currency, Scrap. To obtain this, either salvage "scrap items" for them, or buy them with Robux(but not the other way around).
This will allow people to get the off sale items they want, and also motivate them to participate in events, which make Roblox money.
