I like the land idea. That will be implemented in updated Harford layout.
Regarding the black SUV, we will stick with the black car for now.

I have 2 main suggestions. The first one is more vehicle options for the Citizens, depending on maybe their citizenship rank? Also, some undercover vehciles for DPD and DST.

DST has an undercover vehicle.

Add a bank so a new department can be introduced.
Fix sirens for the Humvee in SWAT, they don't work. The other emergency vehicles that are used by other departments might need a fix too, I'm not sure.
The trees at the airport are able to be climbed on you can jump over the gate on the tree, If you don't
Like the idea of that happening, please fix it.
Maybe a possible gun shop, but only open if someone is leading it, that might come in the citys next version.
This is my opinion, but the huge flags hanging off the capital are a bit ugly. If a lot of people think this please remove it.
Maybe add bins and graffiti in the alley ways to make it more atmospheric.
Maybe make emergency vehicles faster than normal cars, if that hasn't happened already I might have not noticed.
Maybe make the NG Department into a fort, but over it somewhere else.
Maybe add at the PD centre this place where you have a criminal and you ask them questions, that could be located in the empty rooms of the PD spawn.
Add floors to trump towers, maybe add rooms on those floor.
Somehow, if you can do this, fix the glitch where someone jumps on your car and it flings high into the sky.
Somehow, if you can do this, fix the glitch were you sometimes can't fill you car with gas (So the gas pipe doesn't work)
Add speed boats, then the marines will be able to get online again.
Maybe add islands with trees and stuff, Well I'm not sure this is America.
Somehow fix the glitch where people can cakepop and use other crazy glitches.
Maybe in the next version of the city, you can make new cars.
Maybe in the next version of the city you can add weather.
Maybe add new guns and even tho I hate criminals with guns, please lower the price of the guns.
These are all my ideas so far about what to improve.

Add Fire Fighters team for DDPS and add helicopters for both teams
Add HRS (High Risk Stop) button in the radio with alerts so all law enforcement be alerted for it.
Add uniform lockers in the team spawns so people who doesn't have robux they wear it.
Add Airplanes in the airport.
Add Development Dept. (like in V3)
Add cellphones so law enforcement can achieve callouts.
Add undercover DPD cars (well be helpful)
Add DPD bikes and bike outfit.
Remove cakepop glitches (to make harford much realistic)
Add realistic cars and detailed (like firestone)
Add a pullover sirens that deploys for 2 seconds.
Make a new island in this very (just copy any version but a small island)
Make Dept. of Corrections weight bigger so prisoner can not glitch out.

Add tasers for all LEOs but make MR+ in DPD to gain access for it. Also, add parks and a limo that cost $50k for citizens. Add custom plates and you can pick the color of cars. It takes me 5 hours to get a red humvee. I don't want pink, orange, green, yellow, grey, black, blue, dark blue, (sentence keeps going for hours.)

Property game pass-
for this, you can make it that when you load it in you select what size or type you want. (like rocitizens houses, you can pick what style.)
Schools-
You could make schools and universities. *cough DU cough* Then add them on the map somewhere with school zones and school resource officers.
Fire!!-
Add a firefighter team and script most buildings that they could catch fire and could burn down. (this includes the capital, I wanna see that happen BIG time)
A Map GUI-
Like 'UDU' you could add a map in the bottom left and when you click on it, a map covers your screen and it shows TH, the capital, ETC.
A Founders Mansion-
I don't think kni is appreciated enough. Make them a BIG island and house with a 60 car garage and their own personal security from HLS.
More vehicles-
I would love to see some more cars. These cars include but are not limited to;
F150
Limo
Ram 2500
Motercycles
Pilots License-
A game pass that would let you own and fly helicopters and planes. (buying the game pass doesn't give you a heli or plane, those gotta be bought with yo money.
