Salutations, to begin with, we're not having a major success within our interior department. Yes we may be active, but that is irrelevant. I want each agent employed by the Homeland Security to be defined to a purpose. Whether that be Intelligence, or Combat.
Prior to this, we have seen some issues stare blankly at us; with regards to lack of discipline and/or inactivity. I hereby present this bill to the Council, in hopes that it passes to help ensure the future of the SST/OIA.
Furthermore, in this being passed the following will take immediate effect:
> The SST / OIA are to be made into separate Groups and allied with HLS.
> The two ranks within the HLS are to be converted into new low-command ranks (this will be decided upon later).
> Once an agent has gained entry to the Homeland Security, they must enroll within SST/OIA.
> There is a "probationary period" where the user must undergo vigorous training to help pass their exams/studies for entrance to said sub-divisions.
> If the user is to fail for both SST / OIA, they can either become a special intern under Middle-Rank / High-Rank in preparation of commanding in the future.
> Whereas, the user is not to become an intern, nor gain entrance to either sub-division they will be discharged as they will be rendered a useless asset.
--> The current commanders of both sub-divisions will be kept the same, and all current members will be kept (unless stated otherwise). If this bill is to pass, all agents within the agency will be given 1 week to get into one of the divisions.
