Don't make groups with no members have a manual join

title. Groups that previous owners used sometimes put on a manual join on their groups. Now thats fine, IF THERE WAS ANYONE IN THEM! example: You try to join a group and claim ownership but it has a manual join (someone in the group has to accept your request) so you cannot join. "Nice job!" nope.
