once you leave the airport in san jose you see a ton of rent-a-car places so he might be speaking about that

Absolutely not
I would not consume water from Mexico, Guatemala, El Salvador or Honduras (and parts of Nicaragua)
But water in CR is clean, especially in tourist areas where it's filtered to hell and back
Now, one thing I would NOT recommend is to buy water from the street
If buying bottled, buy from a gas station or supermarket
Don't EVER buy from a bag (bagged water=diarrhea for sure)
