The Office of Naval Intelligence is a division based around the collection, analysis and use of knowledge. ONI officially falls under the jurisdiction of the Navy but truly operates above the law throughout the entirety of the UNSC. It operates completely independently of all other divisions and works around the rest of the UNSC. Its duties range from gathering intelligence to working as a police force or developing new technology and equipment for the UNSC.

Section 2 – Roles and Responsibilities(edited)
Section I – Section I serves as military intelligence for ONI. It is dedicated to the gathering intelligence and analyzing of intelligence to be put to use by ONI for a ranging variety of purposes. It gathers intelligence for military purposes for maximum strategic value and advantage.
Section II- Section II specializes in domestic intelligence gathering and counter-espionage. It collects intelligence on all relevant figures including friendly forces, civilians, and prominent officers and leaders for the purpose of upholding the security of the UNSC from domestic threats. It also analyzes prominent foreign figures and the rooting out of spies and internal threats.
Section III - Section III serves as the secret operations unit for ONI. It runs all black ops projects and operations and often operates even more independently from the rest of ONI than other sections and its actions are often kept secret even from ONI personnel.
ONI Commandant – ONI Commandant's serve as coordinators and supervisors in ONI. They lead projects and operations that are particularly important or sensitive. Often sent to lead teams on operations.
ONI Directorate – Group of three members of ONI that assist the Director in running ONI. They oversee all operation and management of ONI and all the information and operations that are conducted by ONI.
Director of Naval Intelligence – Directs all activites of ONI as a whole. Manages all operations, missions, and projects of ONI. Aside from managing ONI also directs operations of the UNSC as a whole and oversees HIGHCOM to make sure the UNSC is running correctly.

Section 3 – Section Permissions
Note: These follow the ONI General Security Classifications specified in Section 4
Special Operations Unit – Acts under Epsilon level clearance unless cleared by the mission relevant. Cleared to issue orders to UNSC personnel or Special Forces Personnel if necessary to maintain security.
Section I – Acts under Delta level clearance unless cleared by the Director. Cleared to order UNSC personnel for the use of assisting in completion of the specified assignment.
Section II - Acts under Gamma level clearance unless cleared by the Director. Cleared to order UNSC personnel for use and is also cleared for the use of Special Forces personnel to assist in carrying out a duty or assignment. An example would be the recquisitioning of a team of ODST or Spartans to help apprehend and arrest a target the agent is ordered to retrieve.
Section III – Acts under Epsilon level clearance unless cleared by the Director. Cleared to issue orders to UNSC personnel and Special Forces personnel to assist in carrying out a duty or assignment. Access to recquisition the ONI Special Operations Unit as directed by management.
ONI Administration – Acts under Sigma level clearance unless cleared by the Director. Cleared to issue orders to UNSC personnel and Special Forces personnel to assist them in carrying out a duty or assignment. Access to recquisition the ONI Special Operations Unit to carry out assignments as well as other ONI personnel to fufill duties.
ONI Directorate – Acts under Omega level clearance. Allowed to issue orders to all UNSC personnel as well as Special Forces personnel. Allowed to issue orders to all ONI personnel including Omega Project as long as permission is granted by the Director.

Section 4 – Protocols and Directives
General Protocol:
-ONI personnel are to remain silent unless it is necessary to speak.
-ONI personnel are not to discuss project, operation, assignment, or mission information to anyone not directly taking part in the mission under any circumstances to anyone including the Fleet Admiral of the UNSC. The only exception to this is if personnel are being questioned by a cleared interrogator.
-ONI personnel are not allowed to make faces ingame, period.
-ONI personnel are required to wear their designated ONI uniform at ALL times at any UNSC related installation including during an expedition such as a raid.
-ONI Command (Commandant, Directorate, Director) are to always be referred to as Sir or Ma'am.
-ONI personnel are always required to use grammar.
-ONI personnel are not to joke or otherwise mess around at any time.
-ONI personnel are required to maintain complete maturity at all times.
-ONI personnel should not be jumping or moving around spastically while standing around.
-ONI personnel are not allowed under any circumstances to give non-specified personnel access to ONI equipment or property.
-ONI personnel are required to solely remain in ONI in the UNSC and may not take part in any other division, including exceptions.
-ONI personnel are required to stay reasonably active unless notice of absence has been given.
Other Protocols and Directives:
JAG 845-P – As long as this directive is authorised, and quoted upon activation, the ONI agent is permitted to deal the death penalty to any serviceman/woman that is deemed a threat to ONI without a proper trial.
ONI.SEC.PRTCL.1A - A Office of Naval Intellgience security protocol that restricts certain classified files and documents, or cancels searches for classified material.
JAG 7556-L - A law in place by the UNSC. It punishes offenses for treason and other serious crimes, authorizing such severe penalties as life imprisonment and execution.
Article 428-A - The protocol forbids soldiers from discussing matters related to classified missions with any personnel who do not have the clearance. This includes anyone, even ## ### who questions the soldier or marine before they are debriefed. Violation of this protocol requires the person questioned to report the offense to their superior officer. The penalty for violating this is a court martialable offense and can potentially lead to execution.
