The idea of these hat events is like a competition, the players would make hats, and then the admins choose the hats they like the best, and make them into actual hats.

If it is a official roblox hat, then it will be moderated, if it is a mesh, then it would get moderated because it's copied.

Yeah, they used to do this more frequently, but have toned it down in the last few years.
