In my terms as a councillor this will be the first time I will be taking this personally and in general.
I'd like to first start off with the Department of state bullying some councillors (which includes myself) this is absolutely unacceptable of any agency operating in LV to do.
The department of state clearly demonstrates that the HQ is not needed, they technically use the place as a spawn and go do whatever they want in LV.
There are much more deserving agencies in LV who don't have an HQ so I'd like to propose that the current DoS HQ is rebranded into the Department of the treasury HQ.
The HQ perfectly fits the needs for the department of the treasury and I do feel like that they will use the HQ to their advantage.

Please don't tell me that you have changed your mind after supporting DoS for many months. This is easily the most bias bill I've seen in a while, and I find it hard to believe that any evidence could change that fact. The point of an HQ is for them to spawn there and do whatever they want in there. If they abuse that power, they can get fired.
Passing this bill shows how quick and unstable the council is, something that can cause a whole lot of problems for LV.

Why replace it? It seems very counter productive, considering how you can make a brand new HQ in one of the MANY empty building plots that LV has.

First, you are presenting the city council the bill to add this. Then, when a new Secretary of State takes office, and he doesn't like you you present a bill to remove and replace the HQ. And they DO actually have a purpose in LV; ever thought about foreign ######## Getting foreign leaders in Las Vegas? The Department of the Treasury, they are the ones that don't need an HQ. Why? There's no purpose of them having a headquarters than just spawning there. Not like there's a big valut or anything related to their job in Las Vegas.
