I think that if you vote/vote for another place it will not show up again. It will reduce cheating and bad entry's. So if you vote for one place, You wont see either of them. If you skip them, They may appear again.
Example: There are two places, One unrelated and one related, You vote for one, Reload a few times to get new places, And the places you had just voted for/Didn't vote for will never be seen by you in the voting again.
