This would cause major instability to groups - leaders aren't always popular but that doesn't mean they should be replaced (trust issues between leaders and their members would also arise)
Also, public groups could have tons of bots joining them and starting a votekick, and with the overwhelming bot numbers a majority would easily happen
I think in terms of groups ROBLOX has always operated on the philosophy of "I own this group so I can do what I want with it"; any complex democratic structures within a group are purely down to the users in that group and not the responsibility of ROBLOX to uphold or defend.
