Is it possible to have Neon Effects and Sun Ray effects happen like they would in-game with graphics set to 10, In studio while building?

You would have to put a high rendering mode on studio

Yes, this is possible. Open studio. Click 'File' in the upper left-hand corner. Click 'Settings' Click 'Rendering' It will warn you that you shouldn't change these settings without help. Click 'Ok' At the top, it says EditQualityLevel Click the drop down and set it to level 21 This changes your edit quality to the highest possible. If you want it to stay nice in 'Play Solo' mode, also set 'QualityLevel' to level ## ## ##### --Even duct tape can't fix stupid
