how do i make a script 2 build on a certain base

ok this doesnt make any sense, but i kinda need help so i'm making like a game, and it's not gonna be like super popular, it's just a game where people can build things and i'm wondering if somebody can help me because i want people to be able to build their own things and delete their own things so nobody trolls??? if that makes any sense and they can like partner up sorta like sandbox #code print (" ~ chloe the frog ʅʕ•ᴥ•ʔʃ ~ ")

Am I very wrong to assume that a game, where the players do the building, only needs a scripter really? Makes me wonder what your role'd be
