it really isn't that interesting of a question. the "legitimate" functions of a government are those that the people allow them to take. it's really that simple. the only reason that governments, government documents, etc. have power is because the people let them have power and have an understanding that they have power. the only conflict is when the government's actions comes in conflict with the 'rules' so to speak |

Jefferson would say in classical liberal thought the only functions of the state were to ensure life libety and the pursuit of happiness.
whereby they simply only defend the realm, enforce contracts and maintain public order
But in modern days this has expanded into a developmental state where it tries to give its people the tools to help themselves such as education etc |

How it achieves funding for this is something which can be debated, and an ideal and purely logical "one size fits all" conclusion isn't really possible. How long this lasts until it devolves into corporatism is debatable as well, because it inevitably will.
