PART ONE: The Chat Filter.
Yes, you've heard this many times before. The Chat Filter is incredibly broken, there's words which SHOULD be censored (but aren't) and there's words which SHOULDN'T be censored (but are).
So my proposal is (if it isn't being done already), the chat filter would have TWO blacklists (one for 13+ accounts, one for 12- accounts) containing "naughty words" (and modified versions of said words that would normally circumvent such a blacklist). Yes, it'd take a while to pull off such a thing but it'd be worth it.
It would display words to both users based on their account settings, so a 12- account would see only be able to see words that the 12- blacklist doesn't forbid. If a 12- account said something with a "naughty word/phrase" in it then the message would not be sent at all.
The 13+ blacklist would be similar, 13+ accounts can say anything that isn't on the 13+ blacklist. If they attempted to say anything with word/phrase that IS on the 13+ blacklist then the message wouldn't send at all.
PART TWO: Servers.
This might be a huge change to how players join games. There would be two types of servers. There would be 12- Servers and 13+ servers. 12- Accounts would ONLY be able to join 12- Servers while 13+ Accounts can choose to join a 13+ Server or a 12- Server.
13+ Servers would use the 13+ Blacklist and 12- Servers would use the 12- Blacklist.
