Straight up banning people from having the same torso and limb colour is a bit too far, however, I can understand from a viewpoint that Roblox is doing this to undermine OD'ers.
The chances are of someone with impractical or unrealistic skin tones would OD is very unlikely, so just restrict realistic skin tones from wearing no clothing.
