FRL (Football Recreation Leagues)
If a league is a casual, relaxed league with little or no ######## or is a league that just has a lot of pickup games, that is considered a Football Recreation League. Team in this league must have 25 or more members, a 25% activity rate, a league stadium or a clearly designated main stadium, 2 or more teams, 1 designated ref or security person, and a active league owner.

The league must schedule a pro day to showcase their talent at least once every 3 seasons. The league must invite a Class AA or higher league to attend. If despite promotion no scouts show up to the pro day, the league still meets the requirements. If the league holds a pro day but does NOT promote it and no one shows up, the pro day does not count. Or, if the league is affiliated with any pro league or a PDL, the pro day is not required.
