ROBLOX has been dealing with a situation with scam bots right now. Countermeasures against bots by ROBLOX are either unethical or censoring. This plan if put in place will provide a education to accounts that were just created. It will teach them about the dangers of scammers, child predators and bullies. This will be required by all accounts created in 2017 and later.
1. What is the purpose of the ROBLOX User Protection Plan?
The ROBLOX User Protection Plan is a multitude of suggestions for the improvement of the ROBLOX community and protection against scammers. It will be required for all accounts created in 2017 and later to take this plan. This plan will provide an education to the public about the dangers of scammers, child predators, and bullies. This plan will not limit the gaming experience of newcomers to this server and instead benefit people that are new to the game to a hopefully positive community.
2. The features of the Protection Plan
The Roblox User Protection Plan will have four main ideas. A education system for newcomers when they sign up, a user recovery just in case they get hacked, tip and guides about keeping your account safe while loading games, and a forum education system which teaches newcomers about forum culture and the differences between game and forum culture.
2a. Newcomer Education System
The first step of the Protection Plan is to add an education system for newcomers to learn about the dangers of ROBLOX. It will be a mandatory redirect to an independent website owned by ROBLOX. Once accounts made in 2017 sign up for their first time or log in when the plan goes in effect, they will be redirected to a separate website. The website, even if closed will still redirect you when you relaunch your browser. This redirection will end when the education system has done it's work. The system will show the newcomers who to accept friend requests from. It will tell the newcomers to not accept friend requests from any suspicious looking accounts. For example, any username that is a bunch of random generated letters and numbers should not be accepted due to scamming. It will also tell that if the person they just accepted their friend request to does anything suspicious, block them. It also recommends that newcomers adjust their privacy settings to Friends Only and Followers for all privacy settings.
2b. User Recovery Savepoint
Say that a scammer manages to get in their account. That account is gone forever. If ROBLOX notices any suspicious activity on the account, they will restore the data from games they played in for a new account along with their items. The newcomer can create a new account and have their data restored so they can keep playing with their avatar so they don't have to start from scratch.
2c. Tips and Guides
Every game the newcomer joins a game there will be a tip to keep their account safe. It can be as simple as "Don't accept friend requests from bots or suspicious accounts." to "Don't be fooled by the design of a phishing site. If a ROBLOX logo is used in a phishing site, then it is probably fake." It can also tell things outside of keeping your account safe. An example would be: "If you join a server that is exploited or broken, leave the server immediately." This can be ignored and avoided if the person wants to. It is not mandatory to read it unlike the Education System.
2d. Forum Education System
This is similar to the Newcomer Education System, but it is not a redirect. This system educates new people who come to the forums on what to post and on things that are considered bad posts. This will be applied the first time someone goes to the ROBLOX forums. Some example of somethings that are taught with this system is to not raid the forums, not false report, not talk about controversial subjects in ROBLOX (politics, civil rights, religion), and to not flame people. It will even tell the forumers what to post about and to make their posts as interesting as possible. This is mandatory for people who just hopped on a sub-forum for the first time, and is activated once they click the "New Thread" button.

Q: Will this be mandatory for accounts that are made in 2016 and older?
A: This will not be mandatory for older accounts. The system does not believe in taking experience from experienced players.
Q: Will this solve the server update?
A: This is planning to fix many of the major issues of ROBLOX, and inaccessibility to good servers is one. As long as ROBLOX commits on a long term solution, this will be the repair for that update.
Q: What if I know what to not do on ROBLOX?
A: You can speed past the education system by clicking "Got it" in every single clip of that.
Q: What if I know what to post in the Forums, but this is my first time on the ROBLOX forums?
A: You can speed past the forum education system like you can with the newcomer education system by using the same way as skipping that.
Q: This update does not solve (issue not related to scamming).
A: That means either the issue was forgotten or is very low on ROBLOX's priority. Either suggest it on this forum or wait for someone else to do it so you can support it.
Q: Will the newcomers skip this by clicking "Got it" on every lesson?
A: If the newcomer skips the Education System and heads into the games, the solution to this is the User Recovery Savepoint. The recovery system is meant to be a last resort just in case the account is hacked.
Q: Will the newcomers skip the forum education system in the same way?
A: If they do and they get banned, it's their fault. They have all the blame to themselves.

I support this for the most part. There are a few flaws.
1. With your idea for the redirect - ROBLOX could potentially get flagged as malicious for that. Instead, it should redirect when you open the ROBLOX website again, not when you open the browser again.
2. With your Savepoint idea, even though it's great, I'm pretty sure that it would be too resource intensive to force all games on ROBLOX to save data for ROBLOX players in order to restore it.
Perhaps ROBLOX could make a new function/method of DataStoreService specifically for this.
