Section 1: All procedural rules herein under Title 3 of this resolution shall remain in force at all times, unless suspended by a majority of the full Senate. Section 2: Any act or other matter of the Senate which has failed in either a full vote of the Senate or in a committee may not be reproposed for consideration until two weeks have elapsed since the defeat. Section 3: (a) All nominees under consideration for approval by the Senate shall be entitled to testify before the relevant committee before a vote is held on whether or not to recommend a full vote by the Senate. If the relevant committee is not yet established, the nominee will continue to the Committee of the Whole. (b) Each committee shall establish rules for governing the process of these hearings, with the approval of the Administration, Rules, and Steering committee. If the Administration, Rules, and Steering committee is not yet established, the approval of the Committee of the Whole shall be necessary. (c) Each committee must make a good faith attempt to schedule hearings at a time which works for both the committee and the nominee, but may bypass this rule with a majority vote of the committee. (d) Should the nominee fail to gain the support of the committee, their nomination may not be considered by the full Senate, except under the process described in Title 3, Section 13. Section 4: The President pro tempore shall have the authority to designate an official means of communication for Senators outside of the Senate chambers. Section 5: (a) Sessions of the Senate must be held at reasonable times during the day, and may never last more than two hours. (1) ‘Reasonable’ is up to the discretion of the President pro tempore, but sessions are forbidden between the hours of eleven o'clock P.m. and eight o'clock A.m Easter Standard Time. (b) No more than two sessions may be held a day. Section 6: (a) Proper propriety is required for all present on the floor of the Senate. Disruptive or unruly Senators may be removed by the Sergeant-at-Arms for the duration of the session. (1) ‘Proper propriety’ includes, but is not limited to, respect for the Chair or presiding officer, remaining silent while another Senator is holding the floor, and respectfully responding to motions and other actions taken by other Senators. Section 7: (a) Any Senator may propose a motion for consideration by the Senate: (1) To end debate on any matter of the Senate and proceed to a vote, provided he has the support of two-thirds of the present Senators; (2) To continue a vote from the Senate floor to a forum post, provided he has the support of two-thirds of the present Senators; (3) To raise a point of order for any violation of these rules, provided he has the support of a majority of the present Senators; (4) To send a matter of the Senate back to its appropriate committee, provided he has the support of a majority of the present Senators; (5) And to adjourn the session, provided he has the support of a majority of the present Senators. Section 8: The presiding officer of the Senate shall have the authority to designate the floor to any present Senator, but may not remove the floor from that Senator until it is yielded or debate has ended. Section 9: The sitting President pro tempore of the Senate at the passage of this resolution shall have the authority to designate the official meeting place of the United States Senate and its committees; in all other matters the President pro tempore of the Senate may motion to change the meeting place of the Senate and its committees by the approval of a majority of the Senate-at-Large. Section 10: Amendments to this resolution shall be considered by the Rules, Administration, and Steering committee but otherwise shall follow the same procedure as any other act of the United States Senate. If the Rules, Administration and Steering committee is not yet established amendments shall be considered by the Committee of the Whole. Section 11: ⅗ of the Senate must be present to constitute a quorum. Section 12: A document must be on the Trello to constitute for official legislative debate. Section 13: (a) A member of Senate may not be expelled without being present at the session. (1) If the member of Senate has been absent for more than two sessions with the document proposing the expulsion of the individual on the official Trello, the vote to expel may be held.
