Havoc Ascendancy, a group that comprises of all combat, has great technology and a great community, is launching tomorrow.
You know, the one that rallied 25+ when they had less than 100 members and have an extremely dedicated high command and HR hierarchy.
Other than that, not much. TKC also shutdown and moved into HA.

There's only like 30 sword groups that rally 20+ everytime.

What normally happens is new groups are made and they rally loads at first but their HR/HC team are weak so they can't keep it up. They either lose activity or can't keep up leading the group.
To answer your other question, yes HA is open to all however, we do have some rules and regulations users within the group are expected to follow.
