Extend Comment Timing

Ok, when you post a comment, it says "You may not post a comment for 15 seconds." How about if you comment after 15 seconds has passed within 30 minutes, it extends you comment time by 15 seconds more. This will reduce chain comment spam.

Its fine the way it is, if spammers were to spam and someone with the right mind to report them noticed it, we could report them before the 15 seconds were up. Sure, they won't get banned that quickly, but all of their posts would be reported none the less.
