I'm currently working on my game's landscape and decorations/visual clutter. Should I code before I finish building or start coding after I finish building?

Doesn't matter, its your game like who cares. No one is gonna take it seriously until you have both parts done anyways, so do what you want to.

Generally I get the core building parts down first, like spawn points and 'essential' layouts and then do all of the code and tidy up the building afterwards

Building is fine, although you may want to add empty pages of code on parts you would like to code eventually as a reminder. Also, focus on building the core first, its better to have an ugly core than something that is beautiful but does not fit with the game.

I usually start by building the stuff that the code needs to interact with, or is otherwise necessary, and then start coding. Or I just do what I feel like doing, kinda depends on my mood.
