Idea to keep contests on-topic/'Clean'

I was just voting for my brother, and I kept seeing A LOT of off-topic/blank places, and I have a few ideas: To make sure the places actually have something in it: When you create your contest entry, there could be 'contest mods' to go around and check the places to make sure they aren't off-topic or blank. If they find one, they submit it to the mods and they check to see if it should be removed or not. Then the contest entry place creator would be notified via system notifications. To keep places on-topic: Same as above, having 'contest mods' go around and check for off-topic places. They submit it to the mods, they decide if it should be removed, and if it is, then the place creator gets notified the same way. What do you think? really i think if the contest mods are made, any offtop places in contest, the owner should get at least a 24 hour ban. or else no point would be made about only on topic places.

@Shobobo99: Yeah, I guess that could be applied... @dodos: Once they get removed from the contest, they can't enter in again for 24 hours. (Applying shobobo99's idea)
