Its called "Snipping Tool", Yes is does come with windows vista, 7 and probably mac.
Windows Vista Users -
Start>Search "Snipping Tool">(Or you will find it in Start Menu.);
Once Found, >Click on it, > It will then freeze your desktop, > Click and drag the part you wish to take a pic of.

well mainly every one can just take a screen shot on there keyboard with the button but i think some keyboards dont have that |

look by the report button and click the little camera.
then open paint.NET or want ever you have and paste is.
then save it. not that hard.
