Actually as I specified on the original thread, only Captains and Admirals qualify. The point of the program is to get people trained and ready to be a Captain and/or Admiral. I made it basically so people who really are deserving of it can show that they are also qualifying for the position and can actually obtain it. Its somewhat like a test to prove they're willing and worthy of the position.

I'll be posting the informational thread tomorrow. I was going to try and post it right now, but there are some notes I wrote down in a notebook at my school that would really contribute to the thread more. Possibly today, but if not, tomorrow for sure.
