juggly puff and ness are from ssb the first, so it's pretty obvious they're in. but are you sure lucario isn't from a pokeball or an assist trophy?

"some stickers can only be placed on certain characters" Direct quote from the Brawl Website update about Sticker Powerups. There are little pictures of the characters to show that they're the only ones able to use that sticker. Lucario has one of these logos, and so, is playable.

Wikipedia isn't always right. One time I read on there that Kidz Bop was a weapon of mass destruction. And it doesn't mention silver anywhere on there.

Silver has no chance of making it into Brawl. If he makes it into Brawl, then Tails, Knuckles, Eggman, Shadow, Rogue, Amy, Robo Sonic, umm... that's all I know. Almost everybody will be in.
