Mabye, you could change it slightly E.G, people think it was the germans starting it however it was a race from a different planet prenending to be germans because in the past, german spies have encountered theese aliens and hated them, also the germans could have killed out half of this race (the aliens started it) and they want revenge, so they pretend (shapeshift) into some germans to get the germans blamed for WWIII, like the idea?
