Mandatory tutorial for all new players

All new players must complete a specified, admin approved tutorial place. This will teach them basics, like walking, shooting, using vehicles, etc. It really annoys me when I see a newbie step into a car and just stay there because he doesn't know what to do. It should also teach rules, like no teamkilling (we all know what that feels like), no spamming, etc.
