This is how ranking will work during the reform.
Enlists will be promoted in training sessions held by RAA Generals+.
Corporals will be promoted in training sessions as well.
Lieutenants will be promoted for passing stage 1 in the Academy.(Bazer's Blade)
Captains will be promoted for passing stage 2 of the Academy.(Bazer's Blade)
Colonels will be promoted if an Advisor decides to pick them as one of their two Generals.
Generals will be promoted whenever the HighCommander thinks they are ready.
