Essentially, I think that 40 words is simply not enough to fit a large amount of information into a shout, especially if you want to keep your members up-to-date with the latest group information.
I would suggest increasing it to at least 80, probably 100, maybe 400 if that's still not enough.
Since doing one shout too soon erases the original(I think...)We need to be able to put more information in a single shout.
