I'm still pretty sure a MIDI reproduction of a song doesn't violate copyright laws. The original author of the song the MIDI file is based on may request for the file to be taken down (I suppose), but creating the MIDI file in itself isn't illegal. (excuse for yet another necro)

Support. Although I don't know how the copyrights would work if it is the players themselves who are using the copyrighted material and not the ROBLOX officials.

Look: We've seen places based in Angry Birds, Call of Duty, Warriors, Sonic the Hedgehog and loads more series get in the first page of the Games tab. Has ROBLOX ever gotten sued for it? No. Now that I've looked a bit further into it, it seems that MIDIs based on copyrighted songs may get people in trouble if distributed - but if the MIDI is of original authorship, or you have the necessary permission to use it, it's fine. I suppose that if copyrighted MIDI music is used in a ROBLOX place, the place will just be removed and it's creator warned, I think this is what happens with places with copyrighted material currently.

Another way to implement this would be to somehow add a music creation engine into ROBLOX with some basic instruments. This way, using a copyrighted song wouldn't be so easy.
