He is saying put some money down a little at a time and once you can fully pay the item off you get it. I'm not to sure what to say it could maybe be a good idea but it's got it's downs as well.

How about if they can't pay off the debt... this would also probably include interest rate... though it does sound like a good idea for something you can ALMOST afford. Item:70 tix Pay 11 tix per week for 7 week. You pay 7 extra tix for... well you understand right?
