Internet problems or server?

Whenever I seem to disconnect, everything is working fine, even in tycoons, but the people stop moving. Can it somehow be made to where when you disconnect, it says it immediately? Or is that impossible due to the fact that it takes a while for the server to see that you've disconnected?
