I've seen status of players in the public domain and was wondering how the meshes on the hats were edited so the material was concrete. If someone could tell me how this is done I'd highly apreciate it.

This is what most call retexturing. To do so, insert a hat into your place into your place. Click on it and look in the mesh's properties. Look for texture ID and copy/paste the LAST NUMBERS ONLY! Go into catalog and click on a random hat. Paste the texture ID's numbers where the hat's ID numbers are. It should give you the hat you want to retexture's image. Save that and edit it. Upload it as a decal. Then insert the decal into your place. Click on the decal, and in the properties, find the decal's texture ID. Then copy/paste the whole thing in the hat's texture ID.
