Do two parts have to touch for a weld to hold them together...? I know it's stupid but could some one answer?

No, if the weld is created via a script then the parts can be as far away from eachother as you want, they can even intersect eachother.

Okay, sorry. A weld doesn't care in any way what the stuff that it's holding together looks like, how it's shaped. etc... it will hold the stuff in exactly the way that you specify.
