How do I make tools unable to be picked up?

I Want to make a person with swords that no one can pick up, How could I do this?

You would need to make it so it was just the block with the mesh in it, and don't have those within a tool. HOWEVER: This would make it impossible to be picked up by anyone, so if you wanted to make you be able to pick it up, and no one else, I'm not sure.

When it is dropped (use the dropped function, not exactly sure what it is called), remove the tool part of it, meaning keep the meshes and the look, but is is just a bunch of parts that LOOK like a tool, but are not actually, therefore are not allowed to be picked up.
