Limit the ammount of accounts you can make

Simple idea. Basically make it so that an IP can't have more then 4 accounts at that location. It decreases the ammount of alts used for things like money harvesting, and makes alt trollers less of a problem. But at the same time you'll have enough alts for whatever would happen.
