Well regardless of what it's made with, all I can only do is hope nothing goes wrong for you as it does me. My website is functional, somewhat in IE, but the design is garbage for IE. I also have centering problems and zooming problems with it, and it's made mostly with CSS/HTML. By the way, what is this 2006 site going to be? Just a replica, or what?

Are you going to be using a localhost like XAMPP or WampServer to make it on a host instead of separate pages on your desktop? Also, how well do you know HTML/CSS or even Java/PHP/MySQL?
