Why are you blaming ROBLOX Studio 2013? It has nothing to do with it, it can be either the owner shut down the place or simply, it happens often..

well every game i come ti it always says this game as shut down even when the owner is offline

Probably something to do with your PC, try uninstalling roblox and then install it again, if that doesn't fix it, it could be a problem with the a date of your computer (how old the computer is).
