Why do we have to wait HOURS to purchase more ROBUX on the iPad? It doesn't make sense.

Mabye you should have bought enough Robux in the first place, or just bought from your computer. The reason you must wait hours is to prevent children from racking up a large amount of debt(One five year old managed to spend $2,500 in one night on another game)
