It seems USM cannot find out how to get their promotion. You must message the E10 of your branch. Say I was Army, I need a promotion because I passed BMT, I would then message the Army E10 (You can find the rank), most likely he/she will need information because they don't want randoms getting promotions. Officers, say you become a Unit CO or Division CO and your O1, here you have 2 options you can message your CO, (unless your the CO) and he will get the promotion for you, that doesn't work? It's not always very clear who the E10 of a branch is. I can't figure out who the MCPON is.

Division COs can't promote. You have to go directly to your JCS or VJCS.

@Ogax; sometimes it is easier to go to your Co, then have the CO go to the VJCS/JCS. I've always found that easier because the JCS is more likely to listen to one of their division COs about someones promotion rather than that person themselves. http://youtu.be/Fdt8s0XOtPo
