And there should be a cooldown timer so if Bob (changed name since 6548 was whining,) started spamming for about 24 secs, if he stops, the timer will go down like 24, 23, 22, 21, 20. When Bob waits 5 secs and starts spamming again, the timer would go, 19, 20, 21, 22, 23, 24, 25.
And the NEW message would say, "You are talking too fast, please slow down." Then you have to wait for like 1-5 mins.
