Note: This idea requires a very good understanding of the report system. As a result, I may not know how the report system works, possibly completely invalidating this idea. So to try and fix the idea should it not work because of my misunderstanding, I'm going to post my understanding so the mods may fix it:
People report, the report types (decals, forum, chat, etc) are seperated and put on stacks (The report stacks). For Fourm, comment and group reports, a bot checks it and fowards anything that could be an offence to the mods. Otherwise, mods check each report and ban accordingly.
Now, what this idea is going to try to do is make it a little easier for mods, because I've noticed a few weird inconsistancies about things being banned awkwardly slowly even though TONS of people have reported them.
So what I've decided is empowered players; People whose reports jump the stack and go directly to mods. In a sense, volunteer mods, but different.
Volunteer mods have power. Empowered players just get thier reports noticed first.
In detail, the mods have a look at honest and active people (Arrogantly points at myself) And gives them an invitation in a PM to be an empowered player. If that player accepts they get a shiny badge and now when they report something thier report is placed on top of the report stack, stopping the massive wait you get sometimes during massive trollstorms. If they abuse thier thing they lose it and can never gain empowerment again, with maybe a nice ban at the side.
Support or die.

The Wiki article on reporting doesn't say anything about a Bot combing through reports first, but I think the rest of your model is pretty accurate.

Speed. Or, a lack thereof.
1000 dislikes would probably take more time than the report system itself.

They have to narrow it down somehow...
And if they don't get tons of reports, then I'll be amazed.

The moderators get to decide who is empowered and who isn't.
They determine how many empowered players there are, so if there are too many, it's thier fault and they will rectify it.
The fact that they are probably going to be careful with such a power (VERY easy to abuse, after all) nullifies the possibility even thurther.
Besides, it's not like the newer/less mature players actually know what to report... well, some do but it's a probable minority.
