For example Roblox makes you wait 10 seconds after typing 5 things. So this prevents massive spam.

Likely, They are like "Donate points to me!" And if nobody does what they demand those fools will spam this will cut down on spam allowing people to actually read the chat without interruptions.

Congrats! With this new feature, it is now REALLY inconvenient to have a conversation! Whoope! While I DO think there should be a spam filter, blocking chat is a stupid way to do it.
